Shopee Brazil and Brazil’s Ministry of Entrepreneurship Announce Partnership to Boost Digitalization of Small Businesses

Brazil, November 4, 2025 - Shopee Brazil and the Ministry of Entrepreneurship (MEMP) have signed a letter of intent to strengthen and digitalize Brazilian entrepreneurs. The partnership marks a new step in the integration between the public sector and the private digital ecosystem, focusing on expanding access for micro and small businesses to digital commerce, thereby boosting income generation, innovation, and competitiveness in the country.

Through the agreement, Shopee and MEMP will work together to accelerate the development and digitalization of regional economic hubs, with initiatives focused on training, productive inclusion, and support for local industry. The partnership aims to expand market opportunities for entrepreneurs from all regions of Brazil, connecting small businesses to the digital environment and promoting the use of technological tools to increase sales and strengthen local brands.

As part of the collaboration, the partnership also plans to amplify the visibility of the Ministry's government programs, such as Acredita and MEI Conta com a Gente, among entrepreneurs on the platform, expanding the reach of public policies.

The partnership reinforces MEMP's commitment to the sustainable and inclusive growth of small businesses and Shopee's role as an ally to Brazilian entrepreneurs and to the local economic development. Currently, the marketplace provides income opportunities for more than 8 million Brazilians, including sellers, affiliates, partner drivers, and Shopee Agencies. National sellers account for over 90% of sales on the platform in the country, and more than 650,000 entrepreneurs have already been trained through its educational initiatives. For many of them, Shopee was the gateway to digital commerce: 30% sold online for the first time, and for over 50%, the platform is now their main source of income.

Partnerships like this bring the government closer to those who undertake business and transform technology into opportunity,” highlighted Márcio França, Minister of Entrepreneurship, Microenterprise and Small Business of Brazil.
